PGWP Processing Time 2026 — What International Graduates Need to Know

The Post-Graduation Work Permit (PGWP) is one of the most valuable documents an international student can receive — it gives you open work authorization in Canada and is a critical stepping stone to permanent residence. Here's what you need to know in 2026.

As of 2026, PGWP applications are taking approximately 5-19 weeks to process.

The wide range reflects significant variation depending on how you apply (online vs. at the port of entry), your country of origin, and IRCC's current workload.

Can You Work While Waiting for Your PGWP?

Yes — under specific conditions.

If you meet all of the following, you can work full-time while your PGWP is being processed:

1. You had a valid study permit when you applied 2. You have completed your program of study 3. You were eligible to work off-campus without a permit at the time of application 4. Your study permit has not expired — or you are on maintained status

This is a significant change from previous years. You do not need to wait for the physical permit to start working.

PGWP Eligibility Requirements in 2026

Program Requirements

Your program must be at a Designated Learning Institution (DLI) and must be:

  • 8 months to 2 years in length → PGWP valid for the same duration as your program
  • 2 years or longer → PGWP valid for up to 3 years
Shorter programs (less than 8 months) do not qualify for a PGWP.

New 2026 Rules — Eligible Programs

IRCC tightened PGWP eligibility in 2024-2025 for programs at private colleges and curriculum licensing agreements. In 2026:

  • University programs: Generally still eligible
  • College programs at public institutions: Generally eligible
  • Private college programs: Check carefully — many are no longer eligible
  • Curriculum licensing programs (where the curriculum is from another institution): Mostly ineligible
Your DLI should tell you whether your specific program qualifies. Verify before enrolling if PGWP eligibility matters to you.

Other Requirements

  • Applied within 180 days of receiving confirmation of program completion
  • Never worked without authorization in Canada
  • Study permit was valid when you applied (or you're on maintained status)

PGWP Duration

The duration of your PGWP depends on your program length:

  • 8 months to under 2 years: PGWP = program length (so a 1-year diploma → 1-year PGWP)
  • 2 years or longer: PGWP = 3 years maximum
A 3-year PGWP is enough time to accumulate 1 year of Canadian work experience, which makes you eligible for the Canadian Experience Class (CEC) stream of Express Entry.

How to Apply

Apply online through your IRCC secure account:

1. Log in at canada.ca with your GCKey 2. Upload your transcripts and official letter of completion from your school 3. Include your study permit information 4. Pay the $255 fee (open work permit fee) 5. Provide biometrics if you haven't recently

Apply as soon as possible after receiving your final grades or completion letter — do not wait until your study permit expires.

From PGWP to Permanent Residence

The PGWP pathway to PR is well-established:

1. Receive PGWP → work in Canada in your field 2. Accumulate 1 year of Canadian work experience → qualify for Canadian Experience Class (CEC) 3. Take a language test → IELTS or CELPIP CLB 7+ in all four skills 4. Create Express Entry profile → enter the draw pool 5. Receive ITA → apply for permanent residence

Current Express Entry processing time after receiving an ITA: approximately 6-8 weeks.

What If Your PGWP Application Is Refused?

PGWP refusals are relatively rare if you're eligible, but they do happen. Common reasons:

  • Program not eligible (private college, curriculum licensing)
  • Applied more than 180 days after completing your program
  • Study permit expired before applying (not on maintained status)
  • Evidence of unauthorized work during studies
A refusal can be appealed or a new application submitted with corrections. Get legal advice before reapplying.
